City sues southeast Dallas apartment complex, alleging shootings, fire hazards and unsafe living conditions

Dallas officials say they repeatedly pushed for fixes at Eban Village. Now the city is taking the complex to court.

DALLAS — Dallas officials have sued a southeast Dallas apartment complex, saying in court documents that it “operates in a perpetual state of lawlessness … where people shoot one another and into vehicles and buildings on the property.”

The Dallas City Attorney’s Office filed the civil suit against Eban Village, in county court on April 30.

The 17-building apartment complex has about 330 units. According to the suit, the complex is “mostly unmanaged and unattended” with wide-open gates and empty units.

Lighting is so poor in some areas of Eban Village, they sit in complete darkness overnight, the suit says. Many buildings on the property have gone without operational fire sprinklers and alarm systems for more than a year, officials claim in court filings.

The city’s code compliance staff responds to complaints at the property near weekly, if not several times a week, court documents say. Police also respond to shootings on the property routinely, the suit says.

City officials say in the suit that they have met with the property management on multiple occasions to work to resolve these issues, but little abatement has taken place.

Additionally, the city received at least 36 calls for service at the complex in an 11-month period. Those calls included issues such as lack of air conditioning, heat and proper lighting, as well as sewer leaks, and infestations.

Reached for comment, someone with the complex directed WFAA to regional management, which hasn’t responded to a request for comment regarding the suit.
