Texas bill restricting campus protests amounts to major free-speech violation, ACLU warns

A Texas bill that drastically reduces free speech at universities by restricting campus protests is likely to become law, legal experts warn. Senate Bill 2972, which currently awaits Gov. Greg Abbott’s signature, would ban overnight “expressive activities” — defined as any speech or content protected by the First Amendment — during certain hours at public institutions of higher education. Those would include encampments, flyering, assembling, protesting, holding speeches and carrying signs.
