According to court documents, Ostin Urbina, 41, pulled the teen over on unlawful traffic stops, looked up her home address and asked if she wanted to “have fun.”
HOUSTON — A Harris County Precinct 7 deputy is out of jail after a brief court hearing Tuesday morning.
Ostin Urbina was arrested over the weekend on two counts of official oppression after a Starbucks barista told police he sexually harassed and stalked her.
During his first court appearance, the judge set his bond at $100 on each charge. Urbina only had to pay 10 percent, so he got out of jail after posting $20.
According to court documents, Urbina, 41, was a regular at the Starbucks where the teen worked.
She told Houston police that the first incident with Urbina happened on August 24, 2023. She said Urbina asked for her name and told her he was married, but said that had “never stopped him before.” The 17-year-old said she felt awkward, so she stopped talking to him.
After finishing her shift, the teen said she noticed that Urbina was parked next to her in his patrol car. According to court documents, Urbina told her he’d looked up her address and checked all of the license plates until he found her. He then asked if she “wanted someone to have fun with” and said he’d follow her home. The teen said she didn’t feel comfortable leaving, so she went back inside and told co-workers what happened. She didn’t leave until he drove away.
The victim said Urbina pulled her over on her way home with his siren activated. He asked for her Snapchat, and when she tried to leave, the deputy said, “Just remember, you turn 18 in three weeks,” according to court documents.
A week later, on August 30, the teen said Urbina stopped her again and asked if she wanted to hang out with him. When she asked why his body camera wasn’t on, he said he just pulled her over to talk, according to court documents.
The victim filed a complaint with the Houston Police Department two days later.
HPD investigators said surveillance video and cell phone records backed up the victim’s story. The FBI and Texas DPS also confirmed that Urbina searched the victim’s license plate in a law enforcement database.
Urbina has been with Precinct 7 for nearly eight years. We’ve reached out to them for comment and are waiting to hear back.
Urbina’s next court date is scheduled for October 6.
