The SPCA is urging people to make sure their pets have access to shade and water when they’re outside.
HOUSTON — A dog left on a balcony in the Houston heat last week has died, according to the Houston SPCA.
The Harris County District Attorney’s Office will decide if the dog’s owner will be charged, according to the Precinct 1 Constable’s Office.
It’s illegal in Texas to leave pets unprotected in extreme weather.

“Every year, we see animals that suffer from heat stroke and heat distress,” Dr. Roberta Westbrook with the Houston SPCA told KHOU 11. “If you have a pet that’s outdoors, you always want to make sure they have access to shade.”
The veterinarian said they also need access to water.
“They need to be able to stay hydrated because being in the direct sun can quickly cause dehydration, which will exacerbate the signs of heat stroke,” Westbrook explained.
On really hot days, those precautions may not be enough, so bring them inside — especially if you see these warning signs.
- Heavy panting
- Tongue hanging further out of their mouth than usual
- Tongue curls at the end
- Saliva becomes thick
